Thanks so much for visiting my website! There is SO much going on in these crazy and challenging times, and I’m hoping that you’ll find information here that will be helpful and informative.
The General Assembly is preparing to convene on January 14 for our 90-day annual session. The biggest focus will be navigating our State budget. Unlike the federal budget, we are Constitutionally required to balance the ledger. I expect a mix of cuts and delays in some projects and plans.
Among my legislative priorities are:
- Creating a statewide 3-1-1 system using Artificial Intelligence to lighten the load on our 9-1-1 centers
- Supporting our vital nonprofit sector and ensuring that they stay nonpartisan– regardless of federal actions
- Updating our election laws to make them more accessible and transparent
- Protecting consumers from bait & switch tactics
In addition to my legislative agenda, we focus on my constituents in Gaithersburg and Rockville! I hope you’ll use our online portal to share your opinions or challenges with customer service at a State agency.

2025 Legislative Session
What a session! Over the course of 90 days, under uniquely difficult fiscal and political circumstances, the General Assembly approved a balanced budget and passed 878 bills. Limited resources and competing priorities meant making trade-offs and adjusting plans. Compromise wasn’t always easy, but it was necessary– and I’m proud that 16 bills I sponsored are headed to Governor Wes Moore’s desk! Read more here.
About the Senator for Gaithersburg & Rockville
Sen. Cheryl C. Kagan (District 17) has served in the Maryland Senate since 2015 as an effective advocate for the residents of Gaithersburg, Rockville, and the people of Maryland. In 2019, she was appointed by the Senate President as Vice Chair of the committee now known as “Triple E,” or Education, Energy, and the Environment (& Elections!); she is also the Senate appointee to the Maryland State Arts Council and the Maryland Open Data Council.
